Welcome to the Launch Loudoun Technical Services Pilot Program brought to you by the Loudoun County Department of Economic Development. This program is intended to match vetted Launch Loudoun clients with an identifiable need for technical support services with a pre-determined list of Loudoun-based service providers.

Who Should Apply?

Eligibility criteria:

All applicants must be an existing Loudoun County business

that is duly registered and in good standing with the county.

Start-ups or businesses not yet engaging in commerce are

not eligible.

Must have already engaged Launch Loudoun via office hours or

individual meeting with staff before project approval.

All applicants must be 18 years of age or older.

All applicants must be for-profit businesses.

Non-profits are not eligible for this program.

What is the Launch Loudoun Technical Services Pilot Program?

This program offers personalized support in Marketing & Sales, Finance & Accounting, Legal & Compliance, HR & Workforce, and Leadership & Strategy — with up to 10 hours of services subsidized by Loudoun County — to help small businesses grow and thrive.

The Technical Services Pilot Program is provided thanks in part to American Rescue Plan Act dollars. The program will run until all available funds have been expended, or until August 1, 2026, whichever occurs first.

How much does it cost to participate?

Up to 10 hours of the project cost will be subsidized by Loudoun County and anything beyond that is the responsibility of the client.

How will I know if I’m accepted?

You will receive an email confirming your submission. All applications will be reviewed by the Launch Loudoun team. Those approved will receive an additional email with next steps. Please be patient with staff as they take the time to review all applications. All applications, whether approved or not will receive confirmation of their status at some point before program closure.

Can I choose my service provider?

You will be paired with up to three service providers using the information provided in your approved application. You will have the opportunity to choose from among those providers and to work with Launch Loudoun staff throughout the selection process.

What happens after I get matched?

You will use the online system to arrange time to meet with all your matched service providers. Approved applicants will receive guidance and resources to help in selecting the most appropriate service provider. 

Can I apply more than once?

While a business could work with Launch Loudoun staff on more than one application in the process to get to an approved project, only one project can be approved per business.

How do I join as a provider?

To join the Launch Loudoun Technical Services Pilot Program as a service provider, simply complete our short online application form here:

Are services paid or volunteer?

You will be paid for your services. Approved service providers agree to accept a reduced hourly rate for a set number of hours of all approved projects. This reduced rate is provided by the County using American Rescue Plan Act dollars. Any hours above that agreed upon amount can be charged to the client at the service provider’s regular hourly rate. The full scope of services and cost estimate must be provided to Launch Loudoun and the client before a project receives final approval.

How are businesses matched with me?

Clients and service providers are matched based on the information provided by each party. This process is automated to increase equitable matchmaking. If your business is matched with a client, you will receive an email notifying you to begin the appropriate process to meet with the client.
